State Route 24 work bids ranged from $76M to $88M

The apparent low-bidder for constructing 5 miles of new State Route 24 freeway from Ellsworth Road to Ironwood Drive is 20.1% under the Arizona Department of Transportation’s estimate of the work, a state board is to be told Friday.

ADOT estimated the work to be $96,344,639.25, with the apparent low bidder coming in $19,345,130.30 lower.

The State Transportation Board meets at 9 a.m. Sept. 18 for a telephonic Webex meeting. Members of the public who want to observe or participate in the meeting can access it by using the link at aztransportationboard.gov. State Route 24

Work on an interim SR24 Gateway Freeway north of the Town of Queen Creek, for two lanes in each direction between Ellsworth and Ironwood, is to begin in fall 2020, ADOT officials said late last year.

Phase I of SR24 opened in 2014 from Loop 202 Santan Freeway to Ellsworth. ADOT, in conjunction with the Federal Highway Administration, is designing a 5-mile interim phase II section, with construction anticipated to begin in Fall 2020, officials said at a community meeting in November.

The SR24 project is within the City of Mesa, Queen Creek, Maricopa County and Pinal County. Project limits extend east from Ellsworth to Ironwood, from mile post 0.56 to mile post 5.64.

Construction contracts

When ADOT staff present recommended construction project awards not on the consent agenda for discussion and possible action, the SR24 construction contract is to be included, according to the board’s Sept. 18 meeting packet.

The work --- which is to take 630 calendar days, according to the packet --- consists of constructing new roadway extending the SR24 freeway, including excavation, embankment, concrete and asphaltic concrete paving, new concrete bridges, retaining walls, storm drain, catch basins, concrete lined channel, reinforced concrete box culverts, pavement markings, signing, traffic signals, lighting and other related work.

The bids opened Aug. 14 were (by amount, contractor name and address):

  • $76,999,508.95 from FNF Construction Inc., 115 S. 48th St., Tempe, AZ 85281-8504.
  • $84,568,568.00 from Pulice Construction Inc., 8660 E. Hartford Drive, Suite 305 Scottsdale, AZ 85255.
  • $84,709,275.05 from Ames Construction Inc., 8333 E. Hartford Drive, Scottsdale, AZ 85255.
  • $84,999,999.29 from Archer Western Construction LLC, 1830 N. 95th Ave. Suite 114, Phoenix, AZ 85037.
  • $86,738,380.80 from Haydon Building Corp., 4640 E. Cotton Gin Loop, Phoenix, AZ 85040.
  • $88,399,431.07 from Sundt Construction Inc., 2620 S. 55th St., Tempe, AZ 85282.
  • $88,765,000.00 from Coffman Specialties Inc., 9685 Via Excelencia Suite 200, San Diego, CA 92126.
