Lux: How to apply for unspent COVID funds?

Mark Carlisle wrote a recent article (“Spend it or lose it: Phoenix doles out remaining $43 million in coronavirus relief before Dec. 30 deadline,” Daily Independent, Dec. 12, 2020). In that article, very informative information was given about remaining unallocated money from the $8.9 million relief fund.

It would be more informative if a follow-up article would give citizens an idea of how and where to go to actually apply for those funds.

Citizens could apply for funds for rent, mortgages, utility bills, water bills, COVID testing and small businesses could apply as well. The article also said there are funds for food relief.

Do local small businesses know where and how to apply for such funds? Do citizens know where and how to apply for such funds?

I would like to have this information out there so my tax dollars can find their way into the places where those funds were designated.
